سخنرانی خانم دکتر گزانی در کارگاه آموزشی منطقه‌ای اصول مدیریت داده‌های اقیانوسی، ۱۵-۱۷ اسفند ماه ۱۳۹۵ ، پژوهشگاه ملّی اقیانوس‌شناسی و علوم جوی
نشست منطقه‌ای دو روزۀ فوق نتیجۀ همکاری‌های نزدیک میان مرکز ملّی اقیانوس‌شناسی و علوم جوی و مرکز منطقه‌ای آموزشی-پژوهشی اقیانوس‌شناسی غرب آسیا است.
در این نشست، خانم دکتر گزانی، مدیر گروه علوم کمیسیون ملّی یونسکو – ایران و دبیر کمیتۀ ملّی اقیانوس‌شناسی کمیسیون ملّی یونسکو – ایران به عنوان سخنران کلیدی افتتاحیه حضور داشتند.
خانم دکتر گزانی پس از خوشامدگویی سخنانی به شرح زیر ایراد داشت:

I am very glad that I am here with you at this important Regional Workshop on Fundamentals of Ocean Data Management.
As you are aware, this centre has a category 2 centre status that is established under the auspices of UNESCO – IOC and is the first centre of its kind in the world and this workshop is on its mandate.
In recent years, the framework for training and research in different fields has changed significantly. Among the factors that have contributed to these rapid changes are the emergence of many new institutions now offering capacity-building in the context of different disciplines. In this regard, a major development was the establishment, in various regions of the world, of capacity building institutions that have been granted the status of “category 2 centres under the auspices of UNESCO”.
These organisations are not legally part of UNESCO, but are associated with it through formal arrangements approved by the General Conference and are committed to engage in supporting UNESCO’s strategic programme.
Characteristics of the category 2 centres:
These centres are funded directly by the Member States where they are located, but their scope goes beyond the boundaries of their country. Some are regional in scope while others cover more than one region or are organised around a thematic issue. Many are involved in capacity-building on research, while some are set up as foundations or funds to support activities carried out by other organisations.
They provide technical assistance and services to Member States, cooperation partners and to the network of UNESCO field offices.
They contribute directly to achieving the strategic programme objectives or programme priorities and themes of organisations.
Category 2 centres in the Islamic Republic of Iran:
- International Centre on Qanats and Historic Hydraulic Structures in Yazd as a unique centre in the world;
- Regional Centre for Science Parks and Technology Incubators in Isfahan (ISTT) as a pioneering organisation, which is a combination of many science parks and incubators in a surface area of 520 ha, located next to Isfahan University of Technology (IUT). Due to its experiences and achievements in the many fields of its activity, the ISTT’s term has been extended by UNESCO and currently foreign missions in Iran are going for a visit of the Centre.
- Regional Research Centre for the Safeguarding of Intangible Cultural Heritage in West and Central Asia;
- International Centre for Watershed Management and Biodiversity in Arid and Semi-Arid Regions;
And last but not least,
- The Regional Centre on Oceanography for West Asia, which was established in 2014 under the auspices of UNESCO-IOC, as the only category 2 centre in oceanography.
Considering this background, I am glad to see that the Regional Workshop on Fundamentals of Ocean Data Management is held at this centre.
Once again, I would like to congratulate Dr Hadjizadeh and his team for organising this important workshop and I wish them every success in their work and a good and enjoyable trip in my country and a fruitful stay in Tehran for our international guests.
